Age: Around 40, but he looks half that
Species: Devil, formerly ribika (cat-person - think nekomimi). He doesn't need any special accomodations. He'll die most of the same ways as a human, with the likely exceptions of not being able to die through ice or water-related means... and it's probably hard to set him on fire, he likely can't get sick, and it'll take some effort to kill him because he's somewhat more resilient than normal people.
Background: The wiki doesn't have much, so I'll write it out.

Kaltz was originally a cat - a ribika - of the village of Meigi. The villages of Meigi and Kira had been feuding for generations, Meigi being a demon-worshipping village of sorcerers and Kira being against everything they stood for. Kaltz didn't agree with how Meigi did things, and was detached from his own village - according to what little of the drama cd with his background is translated, he was also depressed in Meigi. One time when he was away from the village, he met Kaya, a Kiran cat, and they fell in love. Quite some time passed where they met secretly. Eventually, Kaya became with child. And eventually, they were discovered - by a cat from Kira, and by Meigi villagers that were influenced by the devil they worshiped because Kaltz had been disrespectful to that devil (Verg, specifically). Their respective villages hunted them down and killed Kaltz. Kaya fell off a cliff near Kira - she gave birth, but was severely weakened, and died before too much more time passed.

On dying, perhaps partially because of his sorcerous bloodline, Kaltz became the devil of grief - an entity consumed by his past, unable to escape the emotion of grief. He was the youngest devil by thousands of years, and by far the least devilish. Along with the other devils, he made a contract with Leaks which Leaks used to set them after Konoe's soul, and later used to steal their powers. Kaltz wasn't particularly interested in eating Konoe, and was more interested in a cat traveling with Konoe - Asato. He'd watch Asato when he thought no one was looking, and look away when they'd notice. This was due to suspecting Asato was his child, because he was a Kiran cat who looked so much like Kaya - a suspicion which turned out to be true.

During their time together, Kaltz protected Asato from assassins sent by Kira to kill him for having left. One of them was Kagari - who hated Kaltz. Kagari was the Kiran cat who'd found him and Kaya together, and a former friend of Kaya. He also healed Asato of an illness, without ever mentioning their relation. He eventually told Asato why he'd been watching him, though Asato wanted to reject the possibility of his father having become a devil - Kaltz also knew that Asato was cursed to become a monster because of the sorcery from his Meigi blood, and pleaded with Asato to find a way to continue to live as himself. In the end, Kaltz helped Konoe and Asato defeat Leaks, by 1) fighting the Meigi cats working under Leaks, and 2) by preventing Asato's monster form from hurting Konoe, because Konoe was precious to Asato. This wound up with Kaltz being flung across the room and being severely injured - he's not seen for the rest of the game, but he finds Asato and Konoe again in a drama cd, so he didn't die.

Powers/abilities: Ice powers are the main one, and this includes not only offensive abilities and generally summoning small-ish amounts of ice and snow, but also sensing when snow will fall (probably sensing ice in general) and leaving part of his powers in someone temporarily to absorb and heal a fever/illness... don't ask why this works, it apparently just does. He doesn't need to eat or sleep. There's also a sword he can summon from thin air, slightly inhuman resilience and reflexes, floating, teleportation (long-distance), telling when someone's thinking about him, telling where sadness is coming from, empathy (particularly tuned for sensing pain, sorrow, grief, etc), and sensing magic. Going by one drama cd, he can see people's memories if his magic is somehow enhanced, which is a power reserved for empaths in his world. He also has the ability to make contracts for souls, and it's implied in one route that it'd always be in exchange for something - for example, certain powers. The contracts seem to be more powerful than the devils themselves. He also probably has access to a pocket dimension, because all the other devils do.
Special skills: He's pretty good at closeup melee combat? He constantly smells of flowers? Willing self-sacrifice? Honestly there's nothing that gives the impression he's otherwise good at anything mundane since becoming a devil.
Possessions: His clothes, an unwilting flower petal, and that's it.

Personality:

"Eventually, I too had nowhere to escape to, and I lost my life. I regretted it. I wondered how thoughtless my actions were... I cursed this entire world, and my soul was engulfed in a torrent of grief. My sorrow could not be restrained, and before I knew it my soul gave in to evil..."

Kaltz is a very reserved and serious person, who doesn't seem to have a sense of humor. He rarely smiles, and when he does it's usually sad or lonely. He's often sad and tends to be distracted and deep in thought, particularly when alone - some might call it moping or brooding. Even though he has certain responsibilities as a devil, such as making contracts with those who are calling on the emotion of grief that he represents, he doesn't much like what he is and he'll sometimes not bother because he's just not in the mood for it. In fact, he doesn't seem to do anything if he doesn't feel like it. He probably feels bad when he contracts for someone's soul, since that's the sort of person he is. Still, he says he probably became a devil because he wished for it deep in his heart.

He's very sensitive and it often doesn't take much to upset him. This is especially prominent where Verg is involved, though this is because he hates Verg and has hated him since back when he was a cat - Verg was worshiped by Meigi, and turned Meigi against Kaltz for not worshiping him. When Verg and Kaltz are left alone they get along astoundingly horribly - when all four devils are together, Froud has to mediate between them fairly often.

Kaltz is likely rather introspective, based on 1) occasionally saying things that show he's been analyzing himself (such as the quote at the top of this section) and 2) the fact that he spends so much time on his own appearing to do nothing. He's aware of his emotions, though their range is somewhat limited due to his being the Devil of Grief - anything that can be categorized as melancholy is common, with anger and hatred being uncommon (and most often directed at Verg) and happiness the least common (typically directed at Asato). Nothing suggests that he experiences fear in particular, and it's very likely that instead of fear he feels despair.

Kaltz is both kind and empathetic. He's inclined to be understanding and to sympathize with others. Even though he's the Devil of Grief, he doesn't want others to be sad, especially Asato. He's less inclined to be soft towards the other devils, which is in large part because he was mortal only a couple decades prior... with the other part being that the other devils are various levels of terrible. Even though all the devils can tell what people are feeling to some degree, Kaltz is the only one who could be said to possess normal, non-magical empathy (...though he also has the magic kind). He doesn't like causing harm or hurting others - he'll sometimes do it when it's his job as a devil, but he'll also apologize and get it over with as quickly as possible. An example of this is when he needs to test Konoe. If others are injured or sick he'll do what he can for it, from producing ice for a burn (for Rai) to healing a fever with his powers (for Asato). That said, due to having been a Meigi cat and then a devil, he's definitely killed before - and when he needs to kill in canon he's capable of it, even against Meigi cats... though he does hesitate against living people. It's stated that he's one of the two devils proficient at up-close melee combat.

Kaltz is still deeply in love with Kaya and probably always will be, though the tone is much different now than when they were both alive. More than anything else, he wants his son Asato to be happy, and he'll fight whoever he has to to ensure that happens. He was never all that interested in eating Konoe for his soul to begin with, and that goes down to not at all because of Asato's love for Konoe. Asato doesn't like Kaltz much, but it doesn't change the fact that Kaltz tries to look after him as his father. Kaltz seems to feel regret for not having been able to be around for him.

As far as willpower goes, Kaltz is somewhat weak. He's the first to drop when magically attacked by Leaks, because he just doesn't have the mental or emotional strength to resist for long. He also puts up zero resistance when Asato attacks him, though this appears to be because he'd never be able to bring himself to hurt Asato. Still, he's of the opinion that if someone speaks or acts against you, you ought to retaliate in kind in order to protect yourself - though he's not great at doing that himself.

He's generally pretty reasonable, and is more than willing to work with Konoe and company to seek out and fight Leaks, which is in their mutual interests. However, even when he's part of a group, he's lonely and sort of excludes himself - he's the one who's looking out the window instead of having a conversation, the one who moves to follow last.

He also has the general disregard for social norms that all the devils possess. In Kaltz's case it's primarily 1) insensitivity to whether others might be embarrassed, and 2) entering/teleporting into others' rooms without asking. He's not averse to raising his voice to get a point across, but it's rare and never to the point of shouting - he's too soft-spoken to yell.

Finally, there is one other trait he has in common with all the other devils: he is utterly incapable of lying. If he wanted to, he could refuse to say anything, or say something false and then immediately retract it. However, he's too young and too disinclined to manipulate to have learned how to get around this restriction as well as the other devils.

Motivation: Making sure those he has positive bonds to don't get hurt. Happiness for those same people. Basically, anything that'd help the people most important to him.

Also, if he goes long enough without eating a soul - think several months minimum - he'll likely grow weak enough that he can't refuse it anymore. The primary situation where he could get a soul would be contracting with someone, which would mean the other character gets something out of it. Secondary to that would be somehow getting a person to just agree to let their soul be eaten...... but he's not cunning enough to use this method.

Strongest bonds: Strong: Kaya - It's been something like 20 years since she was even alive, but he literally died for her and is clearly still in love with (and mourning for) her.

Asato - Kaltz's son. Even though Kaltz only recently met Asato, he already loves him more than he loves anyone else alive, because he's his son. He's protective of Asato and would probably do anything for him, not least because he's been absent Asato's entire life.

Weaker: Froud - Froud gets along alright with Kaltz. It's a good enough relationship that he's able to calm Kaltz down when Verg has been trying to upset him. Froud also takes Kaltz's side when he takes a side at all.

Weakest: Razel - Razel is... okay? This one isn't that strong, but they've known each other for a couple decades so that has to count for something.

Hatred: Verg. Oh, he hates Verg. Verg was worshiped by Meigi, and sicced the Meigi cats on Kaltz and Kaya for Kaltz's disrespect. Even as devils who are supposed to be working together to defeat Leaks, Verg picks on Kaltz and intentionally tries to get under his skin. It often works. Verg really doesn't like ribika, either, and Kaltz having been a ribika is just one more reason.

Powers/abilities: Vex is a Mesmer, which means he has the ability to control others. In this case, that means physical control, moving someone else's body from a short distance away like a puppet. The victim of the ability retains full awareness but is unable to regain control over their own movements until Vex lets go of his hold on them. He needs to be able to move his hands freely in order to use that power, so he's effectively powerless with his hands bound. A Mesmer with their hands cut off also completely loses ability to use their power, and since they need their power in order to feed, many of Vex's kind have been killed that way. It's also blockable using magical artifacts that give protection. We know from canon that this power works on humans and Fae, but not Shifters once they've shifted into an animal form. It seems reasonable to assume that it would work on any humanoid, but probably not on animals.
Special skills: Vex's Mesmer ability is very powerful, enough to manipulate people into turning their own weapons against themselves. As such, he's never had much reason to hone his fighting skills. He's not incapable of fighting, just not great at it. What he is good at is manipulation, not just in the sense of his power, but in the kind that involves misdirection, or knowing exactly what information to give to who to get what he wants. He plays for the outcome he wants and almost always puts himself first.
Possessions: His clothes, a wallet, and a cup full of something alcoholic.

Personality: Vex is very much a product of his circumstances. He's a Mesmer—a type of Fae widely considered dangerous—and he spent his childhood watching everyone else in his family and of his kind die because a high-ranking Fae council decided they were, in fact, too dangerous to live. From there, he wound up under the protection of the Dark Fae, who valued him precisely for his dangerous ability. He was given the job of executioner, sent in to get rid of Dark Fae the leadership decided deserved death. With his ability, he's able to easily stage situations that look like an accident or a suicide. This background produced someone disinclined to trust, or to get too attached, and someone who not only accepts how dangerous he is, but revels in it.

When dealing with enemies, Vex is nothing short of sadistic. In his very first appearance in the series, he uses his mesmer ability to force a man to run his own hand through a sink garbage disposal, all while Vex cheerfully sways to the music playing in the background. Even in less intense ways, he gets a kick out of getting under people's skin, and he doesn't mind insults being flung back at him or even people reacting to him with physical violence. In fact, his usual response to being punched (or shoved, or choked) is to laugh. Actually, laughing and smiling is Vex's reaction to almost everything. He loves pranks and irony and sarcasm. It seems to be his preferred method of coping with a life that's been basically hell. When faced with a situation where he had the upper hand and a choice of who to mess with, he said, "At times like this, one must always ask: what would be most fun?"

Many Fae have jobs in the human world, and Vex is no exception. In the more mundane part of his life, he's the owner of several goth and BDSM themed clubs. By overseeing those environments, he creates places where Dark Fae can feed on humans in various ways without attracting too much notice, and he gets to play the fun, sexy, bad boy role he so enjoys. As much as he's sadistic in his Dark Fae work, he personally seems to play the other side of that line more often. On top of seeming nothing but amused every time someone attacks him, he's revealed to be a frequent client of a human dominatrix.

A few characters comment over the series that Vex is "a favorite of the Dark Fae elders," presumably because of his level of power and influence. And perhaps they've noticed that he is controllable, willing to play by the rules he needs to obey in order to survive. When secrets about him get out and he thinks Evony is behind it, he yells at her that he has a human reputation to maintain to keep his clubs. Also that she shouldn't be the one letting people know he killed someone when it was someone he would have considered a friend and she's the one who ordered him to do it. He's very aware of consequences, and will do what he needs to do to stay in the position he wants.

That said, he has very little sense of loyalty. He's willing to serve Evony as long as it works out for him, but quick to turn against her and get the upper hand whenever she becomes a threat. Vex only works for himself, and is completely unapologetic about it, responding to a accusation about his selfish nature with, "What, and that's bad?"

Still, there are exceptions. Prior to the series, Vex had given his blood oath to take care of Evony's largely-disowned human child, and he does go out of his way to try to help him even when that becomes something of a conflict of interest. And by the end of the series, the show's group of protags are people he's willing to fight for. But fundamentally, his primary interest is his own survival. There are extremely few people he would be willing to put himself in danger for, and only by the end of the series when he's finally found a group of people who he feels accept him and deserve his hard-earned loyalty.

Even then, it takes a long time for him to see himself as anything but cold and sadistic under the sometimes fun-loving veneer. Despite working with Bo and her group from the second season on, and at times being friendly with them, he's still willing to turn against them as it suits him. He doesn't accept that any of them legitimately care about him, because in his own mind, he's fundamentally unlovable. In a rare moment of personal honesty, he admits to Trick that his father never liked him, even before he died along with the rest of the Mesmers. He never knew his father, and he's sure his father was fine with that. Trick replies by telling him stories about his father, who had served under him as a general in the past. He ends the conversation by telling him that he sees good in Vex, and Vex replies, "At least that makes one of us."

In the end, Vex has regrets about his family. It's never stated exactly what happened when the Mesmers were wiped out, but as Vex puts it, "There'd be fewer empty seats 'round the old holiday roast if I hadn't betrayed my own family to save my own hide." Most likely, he was offered a deal by the Dark that he'd be protected if he both worked for them and let his family die, and it was the only way he was sure to live. Fundamentally, he's done tons of horrible things in the name of survival, and he's fully aware of how horrible they were. He rarely shows remorse, and he doesn't like to admit that he feels it, but he does. And he'd rather push it down and continue to think of himself as cold and unfeeling so that he doesn't have to deal with his own guilt.

It's only by the very end of the series that he's willing to admit that out loud. As they continue to work together, he forms bonds of friendship with Bo and her group. He also develops romantic feelings for Mark, the son of one of Bo's friends. He tries to deny the feelings of fondness in all cases, but thanks to an incident involving a Fae that appears in the form one's heart desires, he's forced to at least confront his feelings for Mark. He doesn't act on those feelings immediately, but being forced to admit to himself that he has them at all is a breaking point that finally lets him give up his insistence on being just a sadistic bastard. After that, he chooses to fight for the people who have been true friends to him, and when Mark asks whether he's sorry for all the horrible things he's done in his past, he says that he is with every fiber of his being. At that point, he's finally able to love and be loved, and the two of them are shown to still be together and hanging out with the rest of the group years later.

At the canon point I'm taking him from, he's just heard the news that his vision of Mark reflected the feelings that are actually in his heart, and he's still going to be stewing on exactly what that means.

Motivation: Vex's primary motivation is survival. He will do anything it takes to stay alive, even if it means hurting himself or someone he cares about. To illustrate how strong this is, at one point his cut off his own hand because it had been hit with a spell that threatened to spread (Luckily for him, someone else was able to reattach it later).

In a similar vein he likes things that give him power, because that gives him more control over his life. Since I'm taking him from near the end of the series, he'll be more likely to go out of his way to protect the people he cares about, as well.

Otherwise, it's not a sure thing that he'd care about anything else to find it really tempting, but he'll be attracted to anything that strikes him as a fun thing to have, and since he's still struggling with admitting there's anything good in him at all, he probably won't have too many qualms with the idea of murder.
Strongest bonds: Mark: Simply put, Vex is in love with him. At the point in the series I'm taking him from, he hasn't admitted that, but when he was confronted by a Fae who takes on the form of the person one's heart desires, Mark was the form it took for him.
Bo: Initially they were enemies, and whether he was working with or against her shifted several times over the course of the series. In the end, she's one of the ones he's willing to fight for.
Kenzi: She's Bo's best friend, and he bonded with her in an early instance of working together with them, even if it was a long time before he might have any thought of protecting her above himself. The two of them exchange tips about eye liner.
Trick: He was able to be more open with Trick, talking about his father, and later commenting on how Trick believes in everyone.
Evony: Vex's relationship with her is best summed up as "complicated." On any given day, it's equally likely to find them working together or trying to kill each other. Even when he does have an opportunity to actually kill her, though, he doesn't; just locks her away for a while. Ultimately, he doesn't really hate her. He'll just take great joy in watching her get knocked down a peg, especially if he's the one doing it.
